North Carolina General Assembly overturns governor’s veto, funding every kid

(RALEIGH, N.C.) – Today, the North Carolina Senate overrode Gov. Roy Cooper’s veto of HB10, which includes funding for all 72,000 children in the Opportunity Scholarship Program. The House of Representatives, with bipartisan support, overrode the veto of HB10 yesterday.

Background on HB10:

  • Appropriates $248 million for the upcoming school year and $215.5 million to support scholarships for the 2025-26 school year.
  • The appropriation is intended to clear the Opportunity Scholarship waitlist, which includes an estimated 54,800 students.
  • The supplemental budget will also include $24.7 million to clear the 2,015 student waitlist for the Education Student Accounts program, which supports students with disabilities.
