TALLAHASSEE, Fl. — In response to Gov. Ron DeSantis’ signature of House Bill 1 (HB 1) into law, Executive Director Craig Hulse released the following statement on behalf of yes. every kid. 

“Today, Gov. DeSantis signed into law the largest expansion of educational freedom in U.S. history.  Going forward, all Florida families—regardless of ZIP code or family income—will be able to decide how and where their child is educated. Floridians demanded this change, and the governor came through. This is a win for children, a win for families and a win for everyone who believes that students deserve more than an outdated, one-size-fits-all education system. 

“The universal ESA program removes barriers to learning and establishes Florida as a leader for other states to follow. We look forward to continuing to work with Gov. DeSantis, Speaker Paul Renner, President Kathleen Passidomo and the Florida legislature to fight for educational freedom for every child across the Sunshine State.” 

Florida’s HB 1 creates more innovative approaches to learning for children across the state by:  

  • Providing eligibility for an Education Savings Accounts to over 3 million K-12 students across the state. 
  • Shifting the current Florida Tax Credit Scholarship and Family Empowerment Scholarship into universal ESA programs for more flexibility.  
  • Allowing districts to offer courses on a part-time basis for students who are not fully enrolled to take classes. 
  • With HB 1 now signed into law, Florida has become the fourth state to pass universal ESA legislation this year and the fifth state since 2021.
