Gov. Mark Gordon today signed legislation enabling every Wyoming student to apply for an education savings account (ESA). The law, which takes effect next school year, makes Wyoming the 15th state to enact universal education freedom.

Why it matters:

  • ESAs empower families to tailor their children’s education by purchasing tuition, personal educational services, materials and other education-related expenses.
  • Wyoming’s ESA program was previously limited by income, and the new law expands eligibility to every student.
  • Gov. Gordon’s signature makes universal education freedom a new reality – as Wyoming joins a wave of states empowering families and putting students first.

What we’re saying:

“Lawmakers rallied for Wyoming kids and achieved a significant victory,” said Alice Kerce, government affairs director, yes. every kid. “We’re grateful to Speaker Chip Neiman and President Bo Biteman for their leadership, and we applaud Gov. Gordon for signing this critical legislation so every family in Wyoming can access education freedom.”

yes. every kid. produced a video highlighting the legislative opportunity, which was shown statewide on social media and connected TV.

How it works:

  • Beginning in the 2025-26 school year, every Wyoming student will be eligible for an ESA.
  • The law increases the existing ESA amount from $6,000 to $7,000 per student.
  • It also secures $30 million to support the new universal program.
  • Applications for the ESA are open now.
