Every family in New Hampshire will soon be empowered to access Education Freedom Accounts (EFA) after legislators sent a universal expansion bill to Gov. Kelly Ayotte.
Why it matters:
- Every family will have the option to utilize the state’s EFA program for private tuition and/or access other educational experiences.
- Gov. Ayotte delivered on her campaign promise to support parents and education freedom.

What the bill does:
- Senate Bill 295 expands eligibility for EFAs to every K-12 student.
- The bill guarantees an EFA for students living in families earning up to 350% of the federal poverty level ($112,525 for a family of four), students with disabilities, and siblings of EFA enrollees.
- Eligibility is expanded to all New Hampshire families, with a first-year cap of 10,000 new enrollees, excluding students who qualify under the above criteria.
- If 90% of the cap is reached in any year, it grows 25% for the following year. If the cap does not grow for two consecutive years, it is eliminated.
