Today, Gov. Kelly Ayotte signed SB 295 into law, making every K–12 student in New Hampshire eligible for an Education Freedom Account (EFA).

Why it matters:

  • On average, an EFA empowers families with $5,200 per student to direct toward tuition or other educational opportunities that meet their child’s needs.
  • Every family will have the option to apply for an EFA to curate their child’s education.
  • Gov. Ayotte delivered on her campaign promise to support parents and expand education freedom.

What the law changes:

  • Every K-12 student in New Hampshire is now eligible for an EFA.
    • EFAs are guaranteed for students living in families earning up to 350% of the federal poverty level ($112,525 for a family of four), students with disabilities, and siblings of EFA enrollees.
    • In the first year, new EFA enrollment is capped at 10,000 students. This excludes students who qualify under the criteria above.
    • If 90% of the cap is reached in any year, it will grow 25% for the following year. If the cap does not grow for two consecutive years, it will be eliminated.

The bottom line:

With Gov Ayotte’s signature, every family in New Hampshire will have the power to chart their child’s educational journey in the ways they see fit.
