Iowa continues to lead the nation in expanding education freedom for families. The proposed Expanded Choice Tax Credit builds on that leadership by creating an additional option alongside education savings accounts (ESAs) and public schools—while reducing the state’s financial obligation. 

The Expanded Choice Tax Credit would allow families to claim up to $4,000 per student for qualified education expenses when their child is not enrolled in public school.  

This gives families another pathway to access education options that align with their child’s needs—and delivers meaningful savings for taxpayers. 

A More Efficient Use of State Resources 

Today, Iowa provides approximately $8,000 in state funding per student enrolled in public school. 

By contrast, the proposed tax credit provides $4,000 per student—half the state cost. 

  • Public school state share: $8,000 per student 
  • Expanded Choice Tax Credit: $4,000 per student 
  • State savings: $4,000 per student 

This creates a clear and measurable fiscal benefit for the state. 

Every Student Who Uses the Tax Credit Generates Savings 

If just 1,000 Iowa students use the Expanded Choice Tax Credit, the fiscal impact is immediate: 

  • Current per-pupil funding cost: $8,000,000 
  • Expanded Choice Tax Credit cost: $4,000,000 
  • Net state savings: $4,000,000 

This represents $4 million in taxpayer savings from just 1,000 students. 

As participation grows, so do the savings. This allows Iowa to expand education options while improving long-term fiscal sustainability. 

Direct, Family-Driven, and Efficient 

The Expanded Choice Tax Credit complements Iowa’s existing ESA program by creating an additional pathway for families. Together, these policies ensure families have access to multiple education options. 

This positions Iowa as the national leader in education freedom and family empowerment.
